C. Proclamation of a Local Emergency

1. Consideration of Resolution No. 7442 ratifying the Proclamation of the Existence of a Local Emergency (Emergency Operations Manager Glass)

2. Review of Emergency Procurement Report in accordance with Redlands Municipal Code Section 2.16.130; and consideration of an agreement with Matich Corporation for emergency repairs associated with a sinkhole at westbound Redlands Boulevard near California Street and determination that approval of the agreement and the necessary repairs are categorically exempt from further environmental review in accordance with section 15269 of the state's guidelines implementing the California Environmental Quality Act (Municipal Utilities and Engineering Director Mousavipour)

D. Public Comments (At this time, the City Council will provide an opportunity for the public to address them on any subject, within the jurisdiction of the City Council, which is not already scheduled on this agenda. However, any matter that requires action will be referred to staff for a report and possible action at a subsequent Council meeting. Please limit your comments to three {3} minutes.)
