A. CITY OF REDLANDS, APPLICANT (PROJECT PLANNER; LORALEE FARRIS)
1. Consideration of a recommendation to the City Council on a Notice of Exemption pursuant to Section 15061(B)(3) of the California Environmental Quality Act Guidelines.
2. PUBLIC HEARING to consider a recommendation to the City Council on SPECIFIC PLAN NO. 45 (AMENDMENT NO. 18) to amend Section VI(B)(8)(d) (Prohibited Signs) and add Section VI(B)(8)(e) to distinguish between signs requiring Planning Commission approval and signs that are prohibited within the Downtown Specific Plan. The project area is located within the downtown area, north of Redlands Boulevard, between Texas Street and Church Street, and south of Interstate-10; including a non-contiguous parcel located on the southeast corner of Orange Street and State Street.
B. MATT'S EXPRESS CAR WASH, LLC, APPLICANT (PROJECT PLANNER: SEAN P. KELLEHER)
1. Consideration of a Mitigated Negative Declaration.
2. PUBLIC HEARING for a Socio-Economic Cost/Benefit Study.
3. PUBLIC HEARING to consider Variance No. 772 to allow a maximum twenty-four foot (24') reduction in the required twenty-five (25) foot landscape setback requirement along freeway right-of way pursuant to Section EV4.0140 (b)(1) of the East Valley Corridor Specific Plan for the construction of an automated, drive-through car wash facility located at the southwest corner of Lugonia Avenue and Tennessee Street in the EV/CG (General Commercial) District of the East Valley Corridor Specific Plan.
4. Consideration of Commission Review and Approval No. 883 to develop a 4,924 square foot building for an automated, drive-through car wash with a 2,850 square foot and two (2) 600 square foot canopies, a 418 square foot trellis, and other related improvements on approximately 1.06 acres, located at the southwest corner of Lugonia Avenue and Tennessee Street in the EV/CG (General Commercial) District of the East Valley Corridor Specific Plan.
