3. Authorize an Annual Payment to San Bernardino County Sheriff’s Department (Cal-ID / Identix) in the amount of $83,723 for Providing Fingerprint Identification Services for the Redlands Police Department (Management Services/Finance Director Garcia)

Approve the purchase of Automated License Plate Recognition cameras to supplement the City’s existing Automated License Plate Recognition program utilizing the preapproved funding of FY 2018 and FY 2019 State Homeland Security Grant Program and the FY 2019 Riverside Urban Areas Security Initiative for the total amount of $85,387.51 (Police Chief Catren)
5. Acceptance of the donation of a 2021 Toyota RAV 4 for the Redlands Police Department's Citizen Volunteers, valued in the amount of $32,297.14 from the Redlands Police Community Foundation and authorize an additional appropriation of the same (Police Chief Catren)

1. This item is recommended for continuance to the September 7, 2021, meeting to allow for additional time to prepare for City Council's review. REDLANDS PALM INVESTMENTS, LLC. Mitigated Negative Declaration prepared for the project in accordance with Section 15074 of the California Environmental Quality Act. (Mayor to declare meeting open as a public hearing) A PUBLIC HEARING for the consideration of Resolution No. 8242 for the development applications described below: Socio-Economic Cost/Benefit Study prepared for the proposed project in accordance with Measure U. Tentative Parcel Map No. 20185 – A request to subdivide an approximately 8.8 acre parcel into four lots described as follows: Parcel 1 (1.54 acres) for the preservation of an existing single family home located on West Palm Avenue; Parcel 2 (0.45 acre) for the preservation of existing citrus grove located at the southeast corner of West Palm Avenue and Alvarado Street; Parcel 3 (0.82 acre) for the preservation of an existing single-family home located on Alvarado Street; Parcel 4 for the creation of a 6.0-acre portion to be further subdivided by Tentative Tract Map No. 20305 into 28 residential lots. Tentative Tract Map No. 20305 – A request to subdivide Parcels 3 and 4 (6.82 acres) of Tentative Parcel Map No. 20185 into 28 lots for future single-family residential development and five lettered lots for open space, located on the southeast corner of West Palm Avenue and Alvarado Street, in the Residential Suburban (R-S) District. Variance No. 810 – A request to deviate from the required yard requirements contained in Redlands Municipal Code Section 18.152.040 (Exceptions for Large Scale Developments; Yard Variances for Housing) which states that the front yard requirements may be varied by not more than five feet (5') in either direction, provided that the average front yard for the entire frontage is not less than that required in the district. Approval of the requested Variance would allow a minimum front yard setback of 18 feet and a maximum setback of 62 feet, and would affect lots 6 and 8 in the proposed Tentative Tract Map No. 20305. Variance No. 811 – A request to deviate from Redlands Municipal Code Section 18.152.070(G)(1) (Exceptions for Projections into Yards) which allows for portions of a main building on a residential lot to project into the rear yard setback to within 10 feet of the rear property line, provided that the projection is less than 30 feet wide, and if rear yard open space is provided with a minimum dimension of 15 feet and area of 2,100 square-feet. Approval of the requested Variance would allow a reduction to the required minimum rear yard open space to 1,112 square-feet, and would affect a total of 20 lots in the proposed Tentative Tract Map No. 20305.
