2. Authorize issuance of Proclamation declaring November 8 through 14, 2020 as National Nurse Practitioner Week (Mayor Foster)
3. Approve Resolution No. 8147 authorizing the execution of grant documents and consideration of a Memorandum of Understanding with the City of Riverside for the acceptance of the FY 2019 Riverside Urban Area Security Initiative Grant in the amount of $45,000 to be used to purchase Automated License Plate Recognition cameras to supplement the city’s existing program (Police Chief Catren)
4. Approve a License Agreement with Redlands Food Hall, LP for the construction of an outdoor dining venue and elevated pathways within the City's right-of-way adjacent to 330 N. 3rd Street, and determine that approval of the license agreement is exempt from environmental review pursuant to Section 15301(c) of the State's guidelines implementing the California Environmental Quality Act (Facilities and Community Services Director Boatman)
2. Consideration of Resolution No. 8135 approving a Master Lease and Purchase Agreement with Caterpillar Financial Services, Inc. for the lease and purchase of a replacement Caterpillar Model D7R Track Type Tractor in the amount of $642,201.63; and determine that approval of the resolution for the Master Lease and Purchasing Agreement with Caterpillar Financial Services, Inc. is exempt from environmental review pursuant to Section 15061(b)(3) of the State's guidelines implementing the California Environmental Quality Act (Facilities and Community Services Director Boatman)
J. Adjournment in memory of Redlands resident, Barry Lee. The next regular meeting of the City Council will be held on November 17, 2020.

Following public health recommendations to limit public gatherings during the Covid-19 pandemic, City Manager Charles M. Duggan, Jr., acting as the City of Redlands Emergency Services Director has directed that City Council/Successor Agency meetings be closed to the public until further notice or until the current local State of Emergency has been lifted. City Clerk Donaldson will read all public comments, up to 250 words, into record if they are received in accordance with the deadlines stated above.)
