2. Authorize issuance of a Proclamation declaring September 21, 2019, as Boys & Girls Club Day for Kids (Mayor Foster)
4. Authorize an Annual Payment to San Bernardino County Sheriff’s Department (Cal-ID / Identix) in the amount of $84,011 for Providing Fingerprint Identification Services for the Redlands Police Department (Management Services/Finance Director Garcia)
6. Approve the purchase of Automated License Plate Recognition (ALPR) cameras in the amount of $147,623.77 for Mountain Grove and Citrus Plaza area and approve an additional appropriation for the same (Police Chief Catren)
7. Approve request for waiver of fees in the amount of $23,294.44 and authorize the Use of City Resources Related to the 12th Annual Believe Walk Event to be held on October 6, 2019 (Facilities and Community Services Director Boatman)
8. Approve the sale and consumption of alcoholic beverages at the Downtown Redlands Art Walk in Ed Hales Park on October 27, 2019, and determine that approval of the request for the serving and consumption of alcoholic beverages at Ed Hales Park is exempt from environmental review pursuant to Section 15061(b)(3) of the state’s guidelines implementing the California Environmental Quality Act (Facilities and Community Services Director Boatman)

Accept conveyance of land from Property One, LLC (APN's 0170-281-16-0000, 0170-281-18-0000, and 0170-281-20-0000) and determine that the transfer of property is exempt from environmental review pursuant to Section 15061(b)(3) of the state’s Guidelines implementing the California Environmental Quality Act (Facilities and Community Services Director Boatman)

University of Redlands, Applicant (Mayor to declare meeting open as a public hearing) Consideration of a Notice of Exemption pursuant to Section 15311 (Accessory Structures) of the California Environmental Quality Act Guidelines. PUBLIC HEARING to consider Sign Conditional Use Permit No. 25, a request to construct a freestanding scoreboard sign facing the interior of Ted Runner Stadium at the University of Redlands, 38 feet high by 33.6 feet wide (to include scoreboard, game timing devices, sponsor panels, and one LED display screen with internal illumination), and a maximum height of 48 feet to top of structure. The proposed sign placement is within Ted Runner Stadium located at 1215 East Brockton Avenue (APN: 1212-431-02-0000) in the Educational (E) District. PUBLIC HEARING to consider Variance No. 805, a request for relief from Redlands Municipal Code Section 15.36.240(H) that prohibits internally-illuminated signs in the Educational (E) District. The proposed scoreboard would include an LED video display board and would require internal illumination, to be placed within Ted Runner Stadium located at 1215 East Brockton Avenue (APN: 1212-431-02-0000) in the Educational (E) District.
