11. Approve the public improvements at 1278 E. Pioneer Avenue and 1300 E. Pioneer Avenue, authorize Release of Liens for construction of improvements at those properties, and make a determination that execution of the release of liens is exempt from environmental review pursuant to Section 15061(b)(3) of the State's guidelines implementing the California Environmental Quality Act (Municipal Utilities and Engineering Director Toor)

Discussion and possible action relating to the preparation of a possible ballot measure, and related environmental review, to amend certain provisions of the City's General Plan enacted by Measure U, and amend certain provisions of Proposition R, to exempt the proposed Transit Villages Specific Plan area from the provisions of Measure U (Mayor Foster)

Consideration of an agreement with Engineering Resources of Southern California Inc. in the amount not to exceed $101,000 for design engineering services for the 2019 capital improvement program Water Pipeline Replacement Project, and determination that approval of the agreement is not subject to environmental review under section 15061(b)(3) of the state's guidelines implementing the California Environmental Quality Act (Municipal Utilities and Engineering Director Toor)
2. Consideration of a Purchase and Sale Agreement for the sale of a 2,708 square portion of Assessor's Parcel No. 0169-281-19-0000 with the San Bernardino County Transportation Authority (SCBTA), and determination that approval of the agreement is not subject to further environmental review pursuant to Section 15162 of the State's guidelines implementing the California Environmental Quality Act (Quality of Life Director Boatman)
