Public Comments - City Council (At this time, the City Council will provide an opportunity for the public to address them on any subject, within the jurisdiction of the City Council, which is not already scheduled on this agenda. 1. Approve minutes of the regular meeting of April 5, 2016 (City Clerk Irwin)
2. Authorize issuance of proclamation for calendar year 2016 recognizing the celebration of National Arbor Day in the City of Redlands (Mayor Foster)
3. Authorize issuance of proclamation declaring May, 2016 as Building Safety Month (Mayor Foster)
4. Authorize issuance of proclamation declaring the week of May 1-7, 2016 as Small Business Week (Mayor Foster)
5. Authorize submittal of an application to the Department of Homeland Security, Federal Emergency Management Agency for the 2016 Riverside Urban Area Security Initiative Regional Grant (Emergency Operations Manager Glass)
6. Authorize acceptance of emergency supplies valued at $500 awarded from the Earthquake Country Alliance 2016 Mini Award Grant (Emergency Operations Manager Glass)

2. Consideration of Resolution Nos. 7607 and 7608 relating to the naming of City parks and facilities and formally naming Sylvan Park's bandstand in memory of Mr. Curtiss Allen, Sr. (Quality of Life Director Boatman)
3. Consideration of a purchase order with Otto Environmental Systems in the amount of $144,346.65 for the purchase of residential curbside refuse containers (Quality of Life Director Boatman)
4. Consideration of the Revenue Office ADA Rehabilitation Project No. 43061, plans and specifications and award a construction contract to St. George Groupe, Incorporated in the amount of $47,683; determination that the project is categorically exempt from further environmental review in accordance with Sections 15282 and 15302 of the state's guidelines implementing the California Environmental Quality Act, and 24 CFR Part 58, Subpart D of the Code of Federal Regulations; and authorize re-programming $7,000 from un-programmed Community Development Block Grant funds to the project (Municipal Utilities and Engineering Director Diggs)
