C. Public Comments (At this time, the City Council and all of the Commissions will provide an opportunity for the public to address them on the subject which is scheduled on this special meeting agenda; and on any subject, within the jurisdiction of the City Council and the Commissions, which is not already scheduled on this agenda. However, any matter that requires action will be referred to staff for a report and possible action at a subsequent Council meeting. Please limit your comments to three {3} minutes)
