B. Public Comments (At this time, the City Council will provide an opportunity for the public to address them on the subject which is scheduled on this special meeting agenda. Please limit your comments to three {3} minutes)

C. Proclamation of a local emergency and consideration of Resolution No. 7018 - Request that City Council find and determine that the local emergency will not permit a delay caused by the solicitation of competitive bids for the necessary work to alleviate the emergency. (Fire Chief Frazier)

D.
